Whatever it is, if it remotely stems from the Port Marine Safety Code we have experience of it; from developing complete Safety Management Systems to advising on the appointment of a Designated Person and to reviewing local port legislation. We were contracted by the MCA to train their surveyors to undertake verification visits and we assisted in developing the checklist they use. We sit on the MCA PMSC Steering Group.
Complete compliance with all the requirements of the Port Marine Safety Code is vital regardless of the size or type of port because if a port cannot demonstrate compliance it will fail under scrutiny regardless from where that scrutiny comes whether it be from the Authorities, litigants or stakeholders.
Basic Requirements of the Port Marine Safety Code
- All those involved in a Harbour Authority, including the governing body, should have clearly defined roles and responsibilities;
- A Harbour Authority must proactively manage safety in accordance with a Safety Management System (SMS). That system should be informed by, and based upon, a formal risk assessment;
- A Harbour Authority must consult with all those who have an interest;
- Those accountable for the Harbour Authority must be kept informed.
The Code should not be regarded as a bureaucratic burden. With a pragmatic approach and a team spirit, compliance should significantly reduce the frequency of accidents and also provide a shield against scrutiny. Most importantly the SMS should be a worthwhile management tool.
